- Don't sent SSH_MSG_UNIMPLEMENTED if we don't have ENABLE_SVR_REMOTETCPFWD
- Fix build if ENABLE_SVR_REMOTETCPFWD is disabled but ENABLE_SVR_LOCALTCPFWD
is enabled
